provide a GOOD reason to not siphon
If you can't and everyone end up doing it, it's way too much
Lose what you siphon and maybe more, if you multi siphon back to back youll have the stock to lose
for this, it would require the player to have a certain reserve of resource to be able to siphon, otherwise he would never lose more and would only lose PART of what he gained normally so 100% net gain all the time. this "maybe" need to be fairly high chance

Large ship damage
define "large" Anything less than 20k is peanuts to some, and to those that 20k isn't "peanut" the repair cost is peanuts.

Risk of trace ping on you and lose your reserves as person youre siphoning off gets more than you took
similiar logic as the "maybe more" part.... would require players to have a reserve to use siphon

But in the same way as i was mentioning, siphoning could be the new hack in the way that the amounts taken help the taker, but others really dont care half the time, its like being assaulted by a fly, a inconvenience yes, to a lot of people its not worth the time to investigate.
If it was on a more "normal" planet, yeah it would be pretty much like hacking
But if it is on some of the uber ones.... just so u know... 60% of ONE type of prodctution can be 1000+ production per hour.....
On another note, u can't hack inactives(because they won't show on BT once they are disabled and they would obivously not be on alerts) but u can "safe" siphon inactive's planets... tha feels wrong to me. Yet if the siphon system in anyway checks the activity status of the target planet's owner, it would be err.. wrong... because you are not supposed to know unless u use that special probe thing. So you need to think up a solution to this.
