i noticed this early today and came up with a few ideas

1.maybe more special base designs to be won

2special base modules can be won?

3.by taking part you will need certain profession in your legion e.g. builder , explorer , raider

4.considering the amount of people in a base the mission would have to long

5. certain missions can only be unlock by lvling the base.

i hope you do consider legion missions i think this would be a great idea and would improve the legions co-operation , also i must admit the base is rather plain ,so instead of just levelling it(which is rather boring)you can do missions to improve it as well
