Probably the disabling as well, if you're not guarding a planet. It is simple to get some one in the negatives. If they have a high number of actions and you zero them out, the decay rate of actions left is faster that the regeneration of actions left, so when GL refreshes that number (and I dont have it down yet as to how long it takes) your actions drop into the negative.
