I'm on "The Dark Theft", so I must have already earned the blueprints for the Power Diffuser. Where do I find them? Or if I already used them, how do I make power diffusers? I can't figure out whether I am just not seeing it, or if it somehow was never delivered.

It's been a while since I've been there, but I do believe that there is a blueprint artifact you have to use from your cargo hold to be able to build them. After that, you can find them in the defenses section of your ship tab. You need 40 prejoran tech for each diffuser. 160 prejoran tech for all 4.
