The datacubes are that price for a different reason entirely, and that is the people making 90x research planets. The reason a 23x is only 2.5-3.2k ctp is because the added benefit of those extra 6 richness levels is at best only 3 points worth of research per production point on the planet..
Meaning that if a 23x sold at even 4k ctp then compared to 2 17x at the same size with the same setup you would have... maths below
Let's go with a paltry 40 production points cuz we'll assume they are defended fairly well.
at 23x each production point on a peaked colony is worth 17.5 of the resource.
at 17x each production point on a peaked colony is worth 14.5 of the resource.
Since there are two 17x planets it becomes:
40*17.5 = 700 production
40*14.5*2 = 1160 Production
So at that price point by buying two 17x plasma planets instead of 1 23x plasma you end up with 460 more production or a cost benefit ratio respectively for both transactions of ~3.45 CTP per prodctuion point on the 17x planets and ~5.7 ctp per production point on the 23x planet. The relation of the two is ~1.65 therefore at point per production values using the standard 2k for a 17x plasma we see that the 23x planet should be priced at roughly 3.3k ctp at a max. After that the 17x plasmas become a more cost effective purchase for the buyer.
