That's usually the reward for completing that mission task...it's a nice item. I'm up to 4 of them, myself...got a little more research to do before I start upgrading my guns.

havok vs havoc isnt a typos that just depend on what the reference is to....
the clasic ofcourse beeing "Cry 'Havoc!', and let slip the dogs of war". , from Shakespeare's Julius Caesar but you can also find references where it is spelled with a K

To use your Scruuge example, it would only be the same situation if Dan spelled Scruuge one way in one place and Scrooge in another. Scruuge would also fit into the category of an intentional misspelling for humorous effect. As you rightly pointed out, proper nouns can be whatever you like, but one way or another, there is a misspelling of either Havoc in the item or Havok in the description, regardless of which is the proper noun Dan chose. So for me, the fact you can have different names is kinda beside the point, the point is consistency of use of whatever proper noun is chosen.
