I've got 2 Icys, one with Large Moons and one with Stealth Screen. I wonder which is better. Or which one would you uplift first?

production-wise the LM would be better than SS since you can get more structures on it. You'd need to transfuse the other one to see what you get. Maybe that one could turn out to be better. Get a planet that has both SS and LM or SS and Rings or ACR

I thought you can't transfuse it if it already has a permanant effect?

only if it has a rt effect. so only if it has rings ruins or moons can it not be transfused

You cannot transfuse a planet that has Rings, Large moons, a small moon, or ACR. Planets with SS, lush biosphere, caverns, etc, anythign other than the first 4 can be transfused with those effects on it. If the planet has Reactive Barrier on an ecumenopolis planet or a sentient planet, it cannot be transfused as RB is one of the possible effects you can get on those 2 planet types.
