Mineral Refiner: When using Mineral points you get a 10% bonus (the game filling in the differance and sppending what you can store in cargo as normal).

Just a random thought.

For a Refinery artifact, it would make more sense if it reduced the amount of Mining points you had (Since refining purifies and extracts the bad stuff, leaving only the good), but you received much higher quality minerals than normal, ie. your chances of pulling Kurenite and Aidonium would increase. If you were below level 160 (The minimum rank to get Aidonium) then you would temporarily get the chance to find it.

I would see this as a single-use artifact that affected only your next mineral haul, or a single-use timed artifact though, not as a ship module.

I may suggest an rare artifact from the draw, GP cost, and/or the Mylari NPCs.

Artifact: Mineral Refiner
Found: Rare Artifact Draw
Effect: Increases the chance of shipping more rare minerals.
Effect Time: 20k Mineral Shipments
Effect Limit: Usable once per 12 hours
Effect Debuff: Increases the size of all minerals by 50%.

Planet Artifact: Refinery
Found: Rare Mylari-Specific NPCs, GP Market
Size: 1
Effect: Increases Mining Production by 2, Lowers Artifact/Research by 2
To Get the Best Effect: Place on a planet with Mining as the highest production and Artifact/Research low on production.
