Yes I am suggesting a timer for the time it takes for the page to update with a new set of players. This way it could help players try and hold someone while they let a timer reset (if they found a good target).
Fits in with the NPC idea, just for all the PvP part of the game at once.
I don't think it matters. I think PVP is dead. What should be done is to make the PVP list shorter and the NPC list longer.

But that is you attacking a planet, not attacking a player in the battle screen. There is no longer a balance of power so attacking others means that person goes and joins the biggest legion and tries his/her best to get his/her buddies to destroy you for him/her.
If you watch you very rarely see legion alerts anymore and it is always from lower level players. I have asked around and as best as I can figure the only reason anyone attacks is to hack/raid for a mission requirement. I would wager that in another month you will see all the newbs with about the same player kills because they do just enough to qualify for a mission and then stop.
