 allow yellow badges to be used to scan for bases

Post allow yellow badges to be used to scan for bases
allow you to choose to use yellow badges to scan for bases as yellow badges still only have 1 crappy use

either that or make null fuses far more common so you can get a decent amount of red badges to scan for a base and save towards the dominion cannons

or create "counterfeit red badges" purchasable with GP.... limited to 10 purchasable per player per day... usable only on base scanning
