My guess is that it's a bug; I am pretty sure this is part of the on-boarding process for new players. I think the first few new missions showed up there and then as you finished them it eventually went away...but it's been some years so I could be wrong there. Some newer folks are reporting that some missions that we all already completed are showing up in there though, which leads me to think that it's related to that. |
