Cloning pods currently fill the population of a targeted planet. Thats all well and good, but, what about the future generations on that planet?
Isn't it sort of proven that inbreeding can lead to genetic mutations? So what would happen if, your father, your grandfather, and your wifes father, are all genetically identical?
My suggestion is to have small, temporary effect on planets that cloning pods are used on. IE:
1, Exponential growth; the citizens have grown to new heights. effect: 5% increased build cost (yknow, they need to live/work in larger buildings)

2, Impotency; effect: halts population regeneration for 7 days

3: Higher thinking; effect: 5% increase to research production for 7 days

4: Gingers; Many of your population have recently been born with orange hair! effect: none.
