 What I don't get about upkeep

What I don't get is that if you fail upkeep, by any amount, all your modules take damage and all your credits are deducted.
My suggestion is, if you manage to make at least 10% of your upkeep, some of your modules are spared damaged as you could afford to maintain those modules.
so my idea is
IF
(amount of credits on hand paid/upkeep)>=0.1
THEN
(amount of credits on hand paid/upkeep)*total modules=amount of modules spared damage.
like if you have a 4 bil upkeep, but you could only pay 2bil, and there are 100 modules installed on your ship, then 50 random modules would be spared damage, or as a pessimist would say, 50 random modules would be damaged.
However, say if you have a 4bil upkeep, and you could only pay 200 mil, then regardless of the number of modules installed on your ship all your modules would take damage as 200mil is less than 10% on 4 bil.
