Im starting this chain to address issues with base combat....
1) base combat as it stands now is for the elite of the game primarily. Any base of level 4 or less doesnt stand a chance against the top 10 legions and I would like to see a "governor" put in place. We in NI have disabled level 4 bases b4 some of us have gotten the lock alert. We've implemented policy internally to correct this, but still we should never be able to attack such a weak base or perhaps a "governor" would make it a bit harder to earn those 4 badges.
2) I thought there was going to be raiding and hacking involved? Is this a later addition?
3) I would like to have the ability to guard a base like one would a planet...this may also help the smaller guys fend off the larger ones.

Agree. Right now the reward is the same whether the target is a level 3 base or a level 6 and there is no separation for whether the attacking legion averages level 100 or level 500. There needs to be some kind of separation involved as there is for PvP combat - say, a legion can't attack a base with an average legion strength of less than 40% of its own (the bases will need to have their legion strength posted). Alternatively, one or more of the following could be implemented: * Someone scanning from a high-level legion will not be able to even "see" a base from a legion less than 40% of its strength. * As with elites, only players within the level range (40% rule) can "see" a base and the alert only goes to those legion members within that same range. * Badges are awarded ONLY to those legion members within the (40% rule) range of the base they are attacking. At the moment there is no incentive whatsoever to attack a base higher than level 4 if the objective is just to accumulate badges. So, The Dysonians would be able to hit the following bases: Ni and.. um.. nobody. If you mean 40% as strong as your own, Dyso's would be able to hit down to #8 on the leaderboard. With the strength of all of those bases, they have very little chance of getting very many badges. So this isn't the solution. According to Dan, he is working on some extra incentive for taking on level 5+ bases so there's going to be an improvement.

so then what about all the one and two man legions with amazingly well defended level 3s and even level 4 bases? any percentage type limitation on legion strength would make their bases virtually invulnerable. so obviously a different type of solution is needed, but I'm sure dan has already thought of what would be best, so all we have to do is sit back and wait

As i recall, when bases were first introduced Dan actually wanted comments and complaints about base combat so he could tweak it. That is all this chain is for. In NI we have come up with a very good strategy for base combat, but honestly...im disappointed. A legions base should be allowed to be defended by the ships in that legion (perhaps even only by those currently defending at the time of alert). Also...raiding and hacking once the base has been disabled would be nice.
As for a limit on who can be hit depending on the attackers base rank or legion ranking...i would hope that if a legion could get assistance from the ships in orbit there wouldn't need to be a limitation.
I would also hope that by now most rank 4 and loser bases would be adding ship classes that benefit that base. The expense of building a base and defending her should warrant such an action.

Base defense stops most players flat. Even if your attack is 6,000 a rank 5 base can have have over 20k base defense. With over 65k shields/hull (not buffed), give an average of 20 damage per hit, thats 3250 hits to disable. Given an attack of 10 members (I've never seen more than 5-6 hit a base at once so thats good lead), it would take 325 hits each or 1625 energy to get 2-3 silver badges... not to mention the cost of repairs. If you allowed 50 ships with an average of 2000 defense guard a base that would increase the defense by well over 100,000 defense (thats low ball) meaning the highest ranking ships in the game would deal 1 point of damage... This would make base combat impossible, guarding bases should not be an option unless the math was really twisted. Like a defending ship adds 50 defense instead of their ships defense. As far as separation goes if you limited it to 40% of a legions strength you would limit all of the leader board legions to constantly fight one another, you would be drawing up the same bases every time. That would get boring and probably cause a lot of grief for no reason. Silver badges are new everyone is going crazy over them right now but the fact is in 6 months no one is going to give a damn about them cuz we will all have the silver modules. I think base combat is ok for now, a limiter would be nice I agree but not something so set in stone.
Maybe do something where first scan is a rank 1, second scan is a rank 2, third scan is a rank 3, etc. Once you hit the highest rank (as it changes) you start over at rank 1. This would give every legion a mix of bases to hit and would allow higher ranking legions to collect more silvers as they can down a rank 1, 2, 3, 4 or 5 while lower ranking legions can only down a rank 1, 2. There is supposed to be a perk for being higher ranking...
