I have found that the base has effected smaller legion growth because legion are no longer want to merge with each other.

I was thinking about a merge option with another legion in where the legion excepting the legions request to merge would move to that legion when the merge 50% of the legion base that is moving is put into the other base but also 100% of the upgrade coast to finish the base of the moving legion would be put into the upgrade coast of the merged legion
when moving members and officer of the moving legion would be members and the leader would become and un-demote-able officer unless they demote them self

example: legion A send a merge legion B accepts the merge 73132 Energy was left on legion B’s base so it is transferred to the upgrade coast of legion A. Legion B player upgrade effort on the legions base are divided by 2 and then put on legion A upgrade log

hmm..... sounds complex to code...
....a split feature might be nice too

I think the officers and leaders should be able to figure themselves out don't you. I do love the idea of the merge itself though.

That's just gonna beg people to legion hop and bases will get all roller-coaster and just sounds like a contribution nightmare.
