still, I don't want to fall behind, I want to know how I can improve overall in all these stats except PVP.

Sheilds, i am a rank 90 and a few tteirs ahead of you, weapons i am one behind so watch out

energy is your lifeblood...everything you do in the game requires energy.
so to rank up you need xp...best xp/energy ratio is hitting npc's...so a good off/def is needed and lots of hitpoints...best way to get hitpoints is research hull to at least nexus.
shields are only good for planets at your level
