CHANGES...
ALL of the changes to bases so far have hurt small bases... now we loose our ability to emergency repair while defending... why take it down from 10 percent to 3 percent... NOBODY CAN TELL ME THIS HAS DONE ANYTHING TO HELP A SMALL BASE... It looks as like big legions cried they could simply one hit a small base and it took them to much energy to do it...lol. if there is a legitimate reason I'd like to hear it thank you...
I see no way this helps a smaller legion attack a bigger base at all.

The change was made to help encourage the big legions to go after stronger bases. Even with the 10%, little bases don't stand much chance of surviving against one of the more powerful legions. Unfortunately, until Dan gives some more incentive for us to go after the 5's, 6's, and 7's, the "little guys" are going to suffer.

Perhaps Dan should implement a 'pacified' buff for bases that have been disabled. So for like 48hrs your base cant be scanned. This would at least allow for smaller low level bases to have some respite. I know some base that have been disabled 6-7 times in one week twice by the same legion.

Or just 24 hr, i can imagine high level bases constantly pacified. It could be gathered by loosing a battle against a base though to.

The only benefit to not having a disabled base is that you can boost it's production ability. Your base needs to be alive and well for two days for you to reactive the ability that is lost after a disable. There is no point in giving a base two safe days after a disable because you drop them back in the market as soon as they get their benefit back, at witch point they will lose it again. Keep in mind this is a BOOST not the overall production, the base production is suposed to be the reward for your efforts the boost is the reward for being able to defend your base. So the issue here is the loss of a 10-20% *bonus* to prodution. The amount of energy required to down a 4-7 base is much more than a 1-3 and the rewards are not that great for all the effort. I'm sure this will change over time, but until there is balance in [energy <> rewards] people will continue to pick on the little guys.
