Quick Question about tactical extenders

I did not know where to put this. If you have a lvl 3 base, and no one has used any base extenders, then can you use 15 special extenders and 30 normal ones or do you have to use the 5 and 10 before you rank up the base?

You can use up to ten Tactical Base Extenders and up to five Structural Extenders per level of the base, and it doesn't matter when you add them compared to when the base leveled up.
