If i am building my ship for PvP is it worth building up on shields as well as hull?

only after you max out hull. Hull is worth more per space ect...
Shields start to help after you have maxed out hull.

Alternatively, you can use shields instead of hull. If your hull takes any damage on offense, then you're not taking full advantage of your shield.

hull works better b/c its more space efficient.
overcharged q phased plating: size 27, hull 405.
lattice shield: size 27, shield 113
put on hull until you have all 5 modules, then and only then start adding shields

keep in mind if you pvp a lot, chances are you're not going to want to wait for shields to recharge
