the max has to GREATER than 15 exp per shot because when I buffed with a neural (along with human bonus), I can get 22 exp a shot! and 15*1.265=about 19.......

20 (what I think is the max hit) * 1.15 = 23 x 1.1 = 25.3 (rounds to 25).
