I heard a rumor that Bane was alot more common on the day of Halloween last year. Is it true?

They aren't more common, they never appear BESIDE during Halloween's previous weeks. And they are still hard to find.

To clarify, the Bane are only available during the month of October, but they will become more common the closer we get to Halloween. IE, there will be more later than there are now. That's how it worked last year, and Dan has said that's how it will be this year as well.
