How about for a certain charge, a legion's link can be posted in a second tab on the 'search legions' window, titled 'recruitment billboard'. when purchasing a spot on the recruitment billboard there would be certain parameters and options they could choose from:
minimum/maximum rank
race/profession
combat reputation

for each payment the notice would stay for x amount of days and only set be leaders.

when viewing the billboard it would auto filter the notices to fit your profile, the search could then be modified...

to reduce huge cluttering of adds the min/max rank could use pre-determined options.... as the minimum rank gets lower the gap between mim and max rank also shrinks... Eg.

please choose a rank filter
- 0>player<20
- 20>player<50
- 50>player<100
-100>player<200
-200>player<400
- and so on

i got another idea for those improvements :

we should have an option to go on holyday, so not everybody uses his for nothing a minimum of a week or more. Then you can't be attacked but also can't use GL. your upkeep still has to be paid.
