This is a massive overhaul of the NPC arena you are asking Dan to undertake. If people want ideas like this to be implemented then you need to give Dan all of the information for your ideas right away, fully fleshed out, otherwise it ain't gonna happen for at least a year or so, as he's already working on several different ideas some of which don't roll out till next year. well, help me out then ! put your ideas for npc's up here too

i still Love the sector idea on its own, altho its hit and miss, i like the idea of being able to locate a base in an area, not so much for a bonus but for a defensive type deal, so you dont get scanned as often unless a member is in the sector. altho only a leader should be able to relocate the base, i think, not so much the members, or better yet have it be another "leader set option" type deal.
Also, i like the idea of adding some more NPC's to the game, even if they dont do anything, and are common id like to see more thank the 6 basic ones i see on a regular basis. and it would add a little more diversity to the game play. i mean, i can see why there would be more T.O. ships in the T.O. Sector than others but still others would be pressent, b/c not all NPC factions are really hostile to each other, and in fact probably need and use each other to survive just like we do.
Another point id like to point out would that it could also help out the "war" idea progress to, lets say, legion A is in the Konqul Sector, and Legion B is in the Octfari Sector (which for example purposes are right next to each other) and their leaders are arguing and they declare war, they can have each of there bases stay put in the sector, and have their ships enter into the others sector or have them stay behind in the sector as a "Defensive" ship, which would have to have ALL of the enemy ships in the sector be disabled at the same time to have the Base Auto locked on.
I mean this game wont become as complex as Battlestar Galactica online is, but hey it might make the game add new content every day.

How about instead of sectors we hang out in a set of repeatable missions along the lines of "infiltrate TO systems" with an art like TO battleplans that drops at completion giving a 24hr %boost to fining a specific family of npcs. This gives a potential boost to finding the desired npc type without being reduced to a simple button click. This also reduces the chances of abuse as mentioned of where people will camp out so adjustments to the other portions of the game like the planets or bases.

I like the idea of sectors, but instead of finding more of the old NPCs I rather see only certain ones are found in certain areas. Maybe have certain missions available as in those areas as well. Having the areas unlock with the chains is a good idea as well, make certain areas only available to certain races; that way there is a diversity in races.
The rest seems a bit too complicated to add all at once and would slow the servers down way too much. Slow installations of these will be cool, but over like a year or two.

I wouldn't move from the TO sector. The TO Troop Carrier is what I want and as long as there's still a chance of finding rogue Labpods and Blade Harvesters then there's little reason for me to go elsewhere. Perhaps I might drop into the Shadin region if I get low on Shockpulse Chargers.
The only reason I'd pick any other sector is if the planetary production boost was what I wanted, for example if it boosted artifact production. (I'd probably fly to the TO sector then return to the artifact boosting sector when I log off.)
Most players would end up finding their favourite sector and staying there. It wouldn't end up being a big or fun part of the game then.

although it is a good well thought out idea, it simply would not work with this game, I believe it would subtract from GLs current game-play qualities and potentially break some of the more important game mechanics.
I like the fact that we are all in one massive galaxy together all playing by the same rules and being punished/favored by the same RNG. your proposals would make it far to easy to cheat the system by making favorable conditions/drops choosable.
Like i said, its a good idea, but for GL its a game breaker.
