Both the Heist Dispatch and Counter Intelligence, Heist Dispatch more-so, need a bit of an upgrade. The Heist dispatch is like a nerfed pair of phase cutters which started digging up artifacts, and the Counter Intelligence is almost as good as two spy uplinks.
I would prefer to see:
250 cloak on the Counter Intelligence - that's all I'm asking 400 attack on the Heist Dispatch

Don't forget that heavy pvpers and hackers can get these easily. Heck, if you really try you can get a nexus a day. Maybe a repeatable mission that allows you to upgrade either one of them.

Another idea: Since upgrading from +6 to +8, +8 to +10, or +10 to +12 adds more production for 1 space than the production added by battle market structures does for 2 space, maybe it would be good to make them take up only 1 space and possibly increase the cost a little bit. And 150 attack from heist dispatch centers really isn't that good. It might be good to increase attack.
If the structures were changed to 1 space and cost more, we would have obsolete nexi and dispatch centers on our planets. There should either be the option to upgrade them with badges or just have them automatically updated. I remember defense and attack structures used to provide much less protection and took up more space. They were changed, and existing structures were automatically upgraded.

I won't mind an upgrade version of a lot of artifact structures of all sources. Would be good that any artifact structure would have a 2 production/space version if they don't already That way, most of them(except a few with production across multiple types) would be always better to be put in before making regular production centers so that "artifact first then regular" rule will always apply regardless of what you are going for.
Ofc, on ones that already give a nice bonus, the cost of upgrade could be higher(or harder to get)

+1 Pvp builds def need upgrade, better yet I need something more to do with these damnable yellow badges. I keep collecting them in the hopes that Dan will someday make good on his threat to give us a new use for them.

you could just get rid of the limit per planet, 1/1 space to production ratio is still better than any standard structure
or increase the planet limit, granted both of them are effectivly 2 of the either the phase cutters, or spy uplinks, but increaseing planet limit or removing planet limit would help the situation more than increase the non-production bonus.

Oh good god +1. That would give me somewhere to spend the badges AND fix the ratio problem. Dan, remove the limit on how many you can have per planet. It takes enough work to get them that I have a hard time believing that this would be unbalancing.

+1 to any of these ideas. make them better, let us upgrade them (with badges or mission), up the limit and drop the size would be good.
Suggestion. Heist dispatch. (limit 2) (size 1). art 1, min 1, attack 250
nexus: (limit 2) (size 1) res 2, cloak 250
or, make a new badge item for each to upgrade them.
Heist Dispatch Upgrade. 100 badge art. upgrades current heist dispatch center to Galactic piracy center, doubling all effects.
(same thing for the nexus)

+1 to any improvements to them. Make them give a % bonus instead - something like +5% attack for the despatch, or +5% cloak from the nexus
