I know it has probably been suggested before, but i still think it is a good idea (even if time was shortened because of base size) because this arti is not much use to people who don't go around multi-hitting others, and even then it is of minimal use.

Nobody would install shields on their Bases anymore if this were the possible. Maybe some sort of artifact to do that for a short time, but certainly not the Chaostatic Inhibitor.

That's still too much, Bases' shields would never recharge against my Legion.

Perhaps it needs to become a CT Lab discovery. An uber chaostatic inhibitor that requires X normal chaostatic inhibitors to make. Because... as things stand now. The stupid chaostatic inhibitors are pretty useless in their present incarnation. NPC's don't recharge. They don't work on bases. And when I disable someone, their shields are a mere speed bump.

or maybe just make it(or a CT item) that reduces the recharge speed by 25-75%. Would still allow base shield to have some of its uses while making the item quite helpful to the attackers

Just get stronger attackers. Granted our triple alliance isn't the norm, but when we hit a level 5 base, once the shields are down, they stay down. Usually only 1 or 2 recharge ticks and many times the base doesn't last long enough to get 1 tick before its disabled. -1
Although I must say it's refreshing to see someone come up with an OFFENSE minded tweak, rather than something to increase the DEFENSIVE capabilities of a base...
