If 50% of less of a Legion is inactive, can we have the base de-activated and removed from the list when planet scanning? Might help clean up the clutter, and prevents abuse by guys running multi's to maintain the bonus.

Personally, I think any legion that goes under 50% active should not only have the base wiped, but should also be disbanded if they stay below 50% for a period of time. I'm thinking 1 week for legions with a level 1 or 2 base, plus 1 week for every base level beyond 2. So a legion with a level 3 base would have a 2 week grace period to get their active level up. Level 4 = 3 weeks etc.
