I'm a little bit miffed. I just conquered a planet and put an assimilation locus on it no more than 8 mins after conquering it (I was busy putting all the defense structures on it first to prevent it being retaken). As such, I expected it to look shiny and have the doubled effect as listed under the description of the actual artifact. Much to my disappointment, it's only listed as mining 2 pop 100.

What happened for this not to work? Where did I go wrong?

Did you use Planetary Time Vortexes first?

Nope. Not that I remember. I only had 1 and I remember using it after I placed the locus.

I remember someone using a cloning pod locked them out, as per the response from Dan... was a while ago though (before the Dark Genome event) and I don't remember it well...

Just send a petition in game explaining what happened they'll probably fix it for you
