You must be loyal to your legion to target lock or invite.
Don't tell me I have to wait a week to be able to? I don't see anything on the wiki about this.
A recent attempt for giving a planet that failed due to only recent-discovered reasons led me to leaving and re-joining, and I get that when trying to scan for a base or to lock onto a base.

it's to prevent ppl from farming 100000 silver badges a day i think....
If only dan can come up with some kind of super algorithim that vaporizes all multis on the spot....
