There are several legitimate reasons for wanting to allow friends or allies to attack that I can see:
Testing your ship's attack/defense, cloak resistance, ability to scan another player's modules, to duel to prove who has a stronger ship, or to allow you to settle some sort of conflict through several rounds of fighting. There are probably other good ones as well.
It would seem the potential for abuse would be limited, as debuffing the other player with a calming net is no longer possible, so I don't think there's a lot of chance for abuse, setting off their halycon will only be a detriment to them because they would be better off having that done by a 'real' attacker.
I suggest you create a separate topic specifically asking for a way to invite a friend ally to attack you on some sort of limited-time basis.
