 Bug: conductive pillar doesnt warn but consumes when > 3000

I noticed I was able to use 50 but some of them were wasted before I realized it (passive was at 3080 already). Needs to throw the usual warning and not consume in this case as it has no effect on the planet.

Contact Dan, he should be able to replace the Pillars you lost from the bug. If it doesn't have a warning, it definitely needs one. And should prevent the use of the arty in the first place.

I'm not worried about the loss, but it should prevent using them when they can't be used, like the grav amps and other regular items.

OK it still needs to be fixed, but someone also brought to my attention the obvious; any item with no use should not be consumed, also nano repairs should not be used unless you are under full hull, shield restore same. I can't think of any others offhand.

GP repair shields/hull already voids if you are at full, why not artifacts? :D

You can use more than one purger on the same planet if you aren't careful.

That happened to be 3 times on an alerted planet.The window kept lagging and I was clicking the wrong button.
