Other than not pvping, is there anything a low rank can do if a legion decides to respond to an alert for a badge? Are there any "wall of shame" lists, etc for people to list legions that alert people for badging?

No. People overreact all the time resulting legion alerts. Unless they did very "bad" things, higher ranks "zero" them

If you pvp, you will get alerted. I got alerted all the time when I was a heavy pvp'er. Some people don't mind getting badged, others will alert anyone they can. If you're worried about retaliation, make a list of legions that retaliate against you and don't badge anyone from there.

have to say... it's part of the game... and sometimes, what u think is a simple badge might not be viewed as such by ur target~~ for example... if they happen to be doing something and, in order to get a badge, u CMed/debuffed them or if you were on PvP spree and as luck have it, lands on the same person multiple times~
So getting alerted is gonna happen.... sometimes it's "their problem" and sometimes it's not

Try talking to a leader of the legion, but otherwise put on all the hull you can.
I just got alerted by Spaceballs and had a bunch of way higher ranks attacking, just barely survived by spamming KVTs. I sent a comm to one of their leaders, and apparently I have been hitting one of their members multiple times for badges (completely possible - I don't pay attention to the names, only the ship build). Using the comm can help clear things up immensely.

When I farmed for my Dom IIIs, I went on PvP runs roughly every 13 hours to avoid badgeless hits as much as possible(it's rare for someone to just happen to repair while I was doing it and happens to be on BT again, so meh~) Most, if not all, of the disables gave badges. I didn't really pay much attention but the numbers were close Well.... as my com would indicate... I ended up killing a certain some one quite a few times, because he came b***hing about it. It was all badge hits... but ppl might think u got something against them if u disable them 10 times in 5 days or something(well, it wasn't that many in my case, if it was I would really see his point and not use the B word cause it's legit lol)

I still maintain that the comm is the best - and sometimes only - tool to be used in this situation. I have defused many legion alerts by simply talking with the leaders in a polite manner and explaining that I did not mean to hit their member so often, or even with badge hits, sometimes simply telling them that I merely badged their member will cause alert hits to stop coming for the duration of the alert.

there is a wall of shame so to speak, but its only to be used by leaders to report players in their own legion.

i badged someone several weeks ago (i always try to leave a badge comm on folks i badge).... when someone else hit me back and said it was because of an alert, i comm'd back saying "alert for just badges? seriously?" ....... i think his legion took disciplinary action against him...

even if your farming for dom cannons and use the comm there are some in this game who will alert you for it, simply because they can. Happened to me, the person who hit me repeatedly for the next day was the legion leader, is reason for zeroing me out was "you have over 800 kills, time someone showed you what its like" no mention of farming someone in his legion just that I was a PVP player at the time. funny thing was that his combat rep was laughable and he was almost 3x my rank, so im guessing he was looking to build his rep.

I have noticed that about alerts - the majority of the time it will be people a much higher rank and with a Balanced or lower rep hitting you. We actually had someone (laughable rep) hitting one of our lower members for the sole intent of raising his reputation - he stated that in a comm to the member in question.

funny part is when the low person getting farmed can become a competant hacker, hack the higher level person, drop a few bypasses on him and disable their ship  Thats when the comms really get heated.

i said easier, not necessarily more efficient...
don't have to bother with a successful hack first... or hack enough people to get badges to a single tactical

i hack intermitantly in between missions all the time, i have 264 blues right now - thats after the cost of 4 quadframes and 3 cypher bots. Im not to worried about hacking enough people for a bypass..... if I can hack em I can crack em
