Since both of these suggestions are related to effects on the ship, I am combining them together. I see this as an answer to many of the things that upset people.

1) When a lowbie attacks your planet, there is nothing you can do. You can disable them, you can raid and hack them but because they are a lowbie, you can't actually get anything good from them. Because they aren't losing anything, they don't get the message. I would suggest that when someone attacks a planet, they get an effect that only they and the planet's owner can see. It would allow the planet's owner to be able to raid and hack them at an equal level. The effect would least the 48 hours that someone stays on their ships log.

This way lowbies are protected from being farmed for no reason but you give people above them a way to show them that maybe they should think twice.

If planet taker/attacker is higher than the planet's old owner, to effect necessary.

2) People want to be passive and people want to attack bases but people think being passive and attack bases don't go together. Dan implied that he is rethinking how it works. Here's a way that will probably keep everyone happy. When you attack a base, you get an effect that last 60 mins, it would not stack but every time you hit, it would go back to 60 min. During that 60 min time period, calming amps, halcyon traps and those current effect do not work. However, you do not lose your passive status (or those active effects) and do not have to wait 24 more hours to go back to using them.

I think these ideas sort of work to give the people protection at the right time while reducing the abuse that can go along with them.

(1) If I followed that correctly, you mean balancing the resource gains from hacking/raiding a lower ranked person? In this situation of course. I think also that you should be able to get one of each badge (one and ONLY one) from people outside your normal badging range during the 48hr alert. But only the "offended" person could get these badges, you couldn't share them for the whole legion to get Easy's.

(2) Completely agree. I had touched on this in another thread but didn't go very far into it. This is pretty much what I had in mind. Although I think the truce nullifier effect should last the duration of the lock or until the base is disabled, whichever comes first. Since the defending legion can't see who is actually attacking, ALL players whether active in the attack or not should be fair game as long as the battle rages. That said though, once the disable happens, it should be business as usual. One could tap a base right before it goes down then have their ass hanging out for another 59 minutes during which anyone that sees them on the BT can kill them, not just the defending legion. The only problem is, you still have to find the attackers on the battle tab or dig back in your news feed beyond 24 hours in the hopes that they did something 2 days ago. It needs some fine tuning to take a lot of factors into consideration, but this is a really good starting point.

Yes, that is how I mean it. The resource gain is balanced even if they are 600 levels below you.

Right now as 900+, I can hack a level 200 for about 132 RP (they had over 1000 rp). If the person was my level, I could hack them for that 1k in 1 hack. There is something wrong with that, especially when they've attacked or invaded your planet.

I originally said 15 min so people weren't going to be that undefended for that long after the base battle ends but decided I liked the idea of them hanging out for an hour undefended. It sort of adds that 'do I really want to get into this base battle knowing it has consequences' even if only for 1 hour. And I agree with you that this effect would be public and anyone who has it can be attacked by any legion. It wouldn't be only the lockees that could attack them.

You kind of lost me on the first suggestion, but +++++++1 on Idea #2. That is actually a rather brilliant idea.

Nice time a level 200 sabs one of your planets, try hacking or raiding them and see what you get. Then hack/raid someone your level and see what you get. If someone acts offensively towards your planet, them being low in rank should not protect their resources.
