Two Ideas:
Attack Notifications and a Notepad in the Rules tab of the Legion Base.

Attack Notifications
Not all of us have the strongest bases, yet we get locked by the strongest players. I simply suggest that if your base takes over a certain amount (maybe 5,000 or 10,000) of damage after, say, 10 minutes of taking no damage at all, a simple "[Base Name] is being attacked!" message appears in the Officer Chat (or maybe just legion chat), preferably instantaneously (much like the lock message). This message could be red, also like the lock message.

Legion Rules - Notepad
There's this nice open spot right beneath all of the base rules (production, who can build/demolish modules, etc) that, I personally believe, would make an awesome little "Notepad" that legion Officers and Leaders could edit, to provide a few legion-specific rules that they could write in there, and/or list soft NAPs the legion has active. Maybe even make it a scroll box. While members should learn the rules regardless and there is no reason for them to not know the rules, I feel that this would be a nice way of having them in writing, and helping some members recall who is soft NAP'd and what to do in certain situations.

I had a legion document suggestion similar to your notepad idea - anything in this realm would be good, even if it was a collection of brief notes.

And i had a Stickies similar to your legion document idea - and yeah somthing like this would be good.
