CT Lab Scroll Over Artifact Check

Very simply, whenever you scroll your mouse over a picture of an artifact in the CT Lab, it not only tells you what it is (all that it does now), but it also tells us how many we have in our cargo, and how many more we need to collect for the blueprint.
