Do not think this is supposed to be happing DAN.... but it is allowing me to raid other ships while i have a truce on. Just fig i would let you know of this issue, just incase it is a bug....

Raiding changes will be coming very soon, and this will be addressed during that time

While you could have easily exploited that temporary condition to your advantage with near impunity, you reported it after confirming - that shows a moral compass pointing due North, salute!
Having used Halcyon Traps as a tempo move, (which I believe enforce Truce +1 Hour) - it is a relief to know this exploit is already being addressed and thanks for a great post and response!
