I agree with the points about bases and guarding planets.
However, hypothetical scenario: This week I'm only hunting NPCs; I'm not doing PVP so I'm running Halc traps because I don't want to be disabled. Fair enough if that stops me attacking a base; but if my planet comes under attack I would still like to be able to guard it. Guarding, in and of itself, can't be considered an offensive action. Maybe to prevent abuse the halc trap/calming amp should go away when I start guarding, but once I'm no longer guarding a planet I should be able to set a new trap/CA straight away instead of having to wait 24 hours.
