You need 10 Terraforming Devices. They are drops from the very rare TO Troop Carrier, or you can buy them for GP.

First stop using "kthxbai". It looks and sounds stupid.
Secondly, you should kill TOCs for TFs to get your HTF .from the TFP
Or you could buy TF with GP.
