It's not the general population that this change would concern, it's the really high level people who can find plenty of planets without doing anymore research or scans, now everybody has to keep researching higher sensor levels if they want more planet (or stack purgers), either way, it balances the game a bit more in favor of making higher level people unable to have as large an advantage on newer people.
