ahh, it seemed like it was supposed to be the smaller legions fault for pushing people to established legions.

no, not at all. They couldn't help that. Bigger legions have much more popularity, so most people go there, and its harder for smaller legions to get anyone.

Its like this:
Find me a base that doesnt tell you artifact production, or what the legion can give you, and ill find you a base that has no members and lacks str.
Any base that wants to be strong, will have show what they can give members.
You want to know why a rank 92 has the guts to demand a high base?
simple.
I may be a low rank, but i can take on ppl much bigger then me.
I PvP, and NPC at a faster rate since they are smaller then me. So i offer the legion a player that is both strong for his size, and will be strong for his size even as he grows!
