Just toying with the idea, the price would have to be carefully balance, I can see how it could be overpowered - But how about for a sum of credits you could go to a shipbuilder, and have decks built.
Prehaps cost for a deck = R^4 Where R = your rank.
Some costs:
Rank 10: 10,000 credits. Rank 50: 6,250,000 Credits Rank 100: 100,000,000 Credits Rank 300: 8,100,000,000 Credits Rank 500: 62,000,000,000 Credits. Rank 1000: 1,000,000,000,000 Credits.

Not saying this fixes all the problems with it, but it would have to be based on current deck space instead of rank.

Players now have the opportunity to get more shipbots thanks to base payouts than us old timers did when we needed to add decks. We survived and decks have a soft cap. After a certain point, you just don't need them anymore.

Ok, you see there is a huge issue with this. My legion gives anywhere from 300-500 Million credits to anyone who enters. You see the issue yes?

500M credits isn't that much to be honest. And I doubt a legion that is paying anything will allow lower levels to join, so they wouldn't be able to easily benefit greatly.
However, this would give an advantage to lower levels. At level 163, it would cost just under 706M for one deck. However, at level 10, it only costs 10k per deck. That's very cheap. Also, at rank 1, it would cost 1 credit per deck. At that rate, someone could reset their ship, get tons of credits from a friend, and have an unlimited amount of decks.
For example, when my friend joined, I gave him 600M to start off. Therefore, he could have 600,000,000 decks, at level 1. He could then spend all his rank points on some other stat, and not have to worry about decks ever again. He could also easily autorank. At a higher level, with a full ship, I don't think anyone would be able to defeat his ship, at any given level.
The formula should be more like this: t=10(x^3+y^2+(1000(x+y)))
Where t is the total cost, x is your rank, and y is your current amount of decks.
At this rate, it would cost me (rank 163, 757 decks) just under 60m for one deck. This may seem cheap, but you could say that there is a minimum cost of 100m.
So, it would be somewhat like this:
if t>10(x^3+y^2+(1000(x+y))), cost=t; else cost=100m.
Also, you should only be able to purchase decks over rank 150.

I would prefer to sell decks instead of buy them... they arent in any use for me at rank 340. I imagine the situation of the high ranks that have piles of ship-bots sitting in their cargo.

Give us a way to trade those in for rank points or creds that are worth something. Not the 15K - 60K cred scrap value of them.
