What is the best option for this artifact and does it prevent sabs being used on the planet?

I would use it to stop Konqul from being able to invade, they are the only race that really get a good buff to increase their odds. And no it doesn't stop sab effects, however, the Konqul option does inclued Zolazins as well (:

Think im gonna not use it. Have pretty decent defense and need as much space as possible

It's better used against the original owner if you can find out their race. (which isn't hard to do)
