How about as well as bases you could do a legion npc scan using badges (silver/ red)
And the npc has sections that could be disabled like aim for the shield generator to slow regen, engines for defense etc.
Make them linked to legion rank and strength as well so they will be hard for everyone.
as i find it hard to believe the npc factions can be a threat when we have solo ships than can kill them perpetually :p.
