 reason for scan/cloak on a base

let's say your base acquires some scan . for each 100 scan <or whatever>, the base can hold the location of a planet. said planet must be owned by a loyal, active member of the legion, and has to be approved for scanlock by a leader or officer. once in the databanks, the planet is added to a permanent list that can be accessed through the base computer. it can be guarded by all members as usual, but because it's locked by the base all members <or just leaders and officers> can use any artifact or ability on the planet that they could use on one of their own planets.
however, without cloak , your base is vulnerable to hacking <a new badge or still just a blue?> . your base can only be hacked if it has been locked on and is engaged in battle . let's say there is a limited timeframe that a base can be hacked, based on it's level and the amount of cloak it has . perhaps our base here is vulnerable to hacking every 15 minutes, for about 3 minutes. a successful hack may result in one of the scanlocked planets' locations, some rp, a ctlab discovery OR erasure , or perhaps even on a critical failure , a boost to the base' stats or a planet location of the failed hackers' downloaded to the defending bases' database

just a rough idea here, very incomplete, but what do you guys think ?

not going to happen, to much cons as the hack chance should be realistic

For the planet portion of the idea, I'd rather just have the ability to guard planets like normal and be able to use a selection of artifacts from a guard position. Clones, Serums, Sentries, Traps.

Now, the hacking of a base.... You can already hack a base by using the artifact from a Sha'din Envoy NPC. You get research points equal to 5% of your total damage performed. Stealing or deleting a CT recipe? Seriously? People put way too much effort into getting those discoveries to have some random guy get lucky on a hack.

indeed when you have almost completed the ct lab with your legion , there will be millions if not billions of research spent in it

and yes the shadin artifact is the same as a hack
