OK, I have thought about this for a while now and it has kind of grown in my mind to the point that it is quite a big addition to gameplay. I try and keep suggestions as simple seeds to grow in other peoples minds, as going into too much detail can ruin it but this has kind of run away from me.
The most basic way of putting it is to have the ability to "hire" mercinaries or support ships.
I envisage this to be an extra button down the left side of the ship screen, to open up a new window with the mercinaries hired at the top (with a "fire" button for each) and underneath a list of mercinaries available for hire similar to the NPC battle list.
Everyone would be given one slot to start with, or perhaps on reaching a certain level, but as with the boosts to NPC slots, there would be missions which allow you to earn a further 3 slots. There could also be a mission that increases the number of mercinaries you can choose from.
The list you can pick from would include specific positions all of which boost your stats in some way. For example, a 'Tank' would have a small attack boost, large defence and hull boost, and a small scan boost, where strike ships would have a large attack, but little defence.
Other positions could include a scout which gives a big scan boost and a medium cloak boost, a science lab which would give only a medium scan boost and very low stats for the rest but add to your science income. There could even be ships that give one time abilities, like for example an invasion ship designed for colonising planets, and defend them. Little attack and defence etc, but a huge boost to invasion, and once the planet falls, the ship leaves your fleet to defend the planet boosting its defence massively for a week.
Each ship type should be a member of an existing race and could possibly have an effect on the bonuses too (an RSL would make a great scientist, but a pretty poor tank). While players should need to pay a wage to their mercinaries, they could be given a discount to their own race, or perhaps a partial discount if they have at least unlocked the race and gained their favour. If they cannot afford the upkeep, the mercinaries will leave.
The ships should be ranked, appearing within the range of the player as with the battle tab, but the rank will affect their wage as well as their stats. This would give people scope to sack and hire different mercs based on what they can afford or what they are lucky enough to find on the tab. It would also make it more of a trade off between mercs... You wanna invade a planet but you have found a really decent scientist that you dont wanna get rid of...
With the intention of keeping things as simplified as possible, the contents of the hiring list could be fairly random but with a weighting towards the players current rank, but if there is no problem with complications, an extra stat of "influence" could be introduced. No mods for it, but perhaps RP could be used to boost it, or perhaps it is increased based on the missions you complete. There could be an artifact or two that increase influence temporarily too.

not going to read this, i think i know where you got your idea so il put my version short
you can hire a mercenary for your legion that wil help you in combat just as if it were another player

If you are still reading this far... kudos! Very well thought out. The limitiations are a bit high. Someone could very easily wait to hire four scan ships and manage to find someone's Megacloaked planet. Also, you'll need to put more detail on the boosts. Percentage boost or static boost? How much of a difference between stats when comparing to the other classes? Stuff like that.

Well I did say I was trying to stay away from detail, let people think about the concept without going into stats etc. You have a point about making sure there is no room for abuse, and I would expect that the boosts at whatever rank to be only a fraction of what you would expect of a full player ship. It is supposed to be support ships, not creating a fleet of 5 big destroyers. Again, I didn't want to look too hard at the stats, that could be fleshed out if people like the idea. I supposed the way I saw it working though is that each position type would have a set of stats based on their rank (again, a fraction of what the average player has at that rank) for all the stats, then each race would have a modifier to these based on percentage, for example RSL would have +20% science income and -10% to both attack and defence. The resulting stats would be added to your overall stats while that merc stays on your payroll. Predictible, but also easy to impliment that way.

I actually thought it was an original idea but maybe I was influenced subconsciously... well i have played a very successful game in the past which had a great combat system including mercs that can be hired by a guild (legion) , had about the same stat except for cloak and scan

sounds like an extra complex version of comp ray XD just much much more than 3 choices of stat and grow with rank~

Perhaps showing my ignorance but I have no idea what comp ray is lol. I suppose we all get influenced by other games we play, and the idea of mercs is pretty common. I just liked when I saw the fighters bonus you can get, and thought about how it can be expanded to be an active part of gameplay rather than just a bonus tagged on...
Does it being like other games make it a good idea or a bad one though?

That is of course a one time choice though, and not adaptable for your style of play and current needs. It's more giving you a one off choice of what mod you want to install. I see this as far more interactive
