As the current system stands, one player can harass another to their heart's content. They can Disable, raid, and hack them up to 5 times a day. If someone more powerful than you dislikes you for any reason, they can simply grind you into the ground, there isn't a thing you can do about it except use defensive artifacts and Legion Alert.
Earlier today, my little brother very nearly quit Galaxy Legion forever, because some player named Tunny decided, for whatever reason, that he didn't like him, and so decided to disable him 8 or 9 times within a few hours. I managed to convince my little brother to give the game a second chance, but this issue really made me notice how discouraging it is for weaker players.
Thus, I suggest that there be a limit on the number of times a player can attack another player- 1 disable, 1 raid, and 1 hack. Once these actions are complete, the attacking player literary cannot touch the player they are attacking.
Please criticize.

the limits on attacking are already there 3 disables and 5 raids/hacks unless you attack someone else then they go up

My suggestion is for your little brother to quit or learn to stay disabled until he's off the radar.

Ok first, your little bro had to do something to that guy for him to be able to repeatedly disable him. Can't complain in that situation.
Second, that's what the existing action limits are for. Limiting it any further could literally remover PvP from the game completely. There was once upon a time when you could disable someone as many times as they repair. No limit. You could raid/hack them as many times as you had time manipulators for. There was no restriction on how many actions you could perform before being locked out of TMs. You could alert someone just for showing up on your battle tab today. To a group as big as your friends list. Then they could alert that person to THEIR friends list and so on. And alerts lasted for 7 days rather than 2 days. If you had enough time manipulators and energy, you could literally hack them until you found all their good planets and take them and there really wasn't much they could do about it. Raids also took actual artifacts from your cargo rather than unclaimed points. PvP as it is now, is very timid.
My advice is this... Your bro should just stay disabled until the guy can no longer attack (48 hours after the last action performed against him). Build his ship up and somewhere down the road, find the guy and thoroughly own him.

Just lay low, don't repair or retaliate in any way, artifacts included and after 2 days he'll fall off the guy's log and he can't hit him any more. Oh and for him to disable him that many times in an hour, your brother either had to do something to get on his log or get alerted to his legion. Other than that your suggestion is horrible. I actually lay=ughed out loud reading it, something I rarely do over the internet. 1 of each action? Have you seen all the "death of pvp" threads around?

Please criticize. So, you steal a planet from someone who under normal circumstances would zero you. under your suggestion you get away with just handing him badges. for this alone -1. also, if someone's pvp-ed a bunch that day and has a large action count, why shouldn't you be allowed to knock a few numbers off it? Can't handle what is being dished out, don't play. simple as that.

Perhaps but then there is that "old school" following who wants to return to that old style of pvp and as such will beat the daylights out of you just for playing the game. But in order for him to keep hitting your brother, your brother had to odds are use maybe some artifact on him.

^He just had a bunch of disables stacked up for whatever reason. Also, apparently the guy started hitting him again right after midnight, when he got 3 extra disables.
