Would a potential solution be that the base you scan must be disabled in order for it to count?

Yup. That, or make it a little bit more difficult and have it be "As a legion, lock X amount of bases that result in at least 1 successful base raid."

if its going to be a legion cooperation medal then how about 30 different members lock a successfully disabled base
