Having said that there is a big difference in big legions that have experienced players in it and new legions trying to build with less experienced and established players. I am in the military and it would be like having a group of NCOs as compared to a group of Privates. NCOs are more experienced and make less mistakes, may not get along with each other some times but know how to function, Privates will of course have a lot harder time adjusting. The power of leadership to impose correctional measures to develope his team is a effective tool and part of leadership in a whole. Also like mentioned earlier a leader who abuses this power would not last long as members would leave if punishment was unfair, not just the punished members but the members who saw the events unfold.
I was an officer in a start up legion for 5 months. I lead by example, simply talked to those who stepped out of line and kicked those who did it again, it worked just fine. There were a couple bad eggs and some were less active, but there was no need for another type of punishment.
