No, that's the opposite of what I said, you can only use them on Icy planets, I'm sure he meant if you used it on an Icy planet.
EDIT: Previously said Oceanic instead of Icy, thanks to ODragon for pointing that out.

Speaking of which, what are the planet artifacts that do these boosts to planets, what planet types do they boost and by how much, and what missions do they come from, and how many of each do you get? I'm starting to get very picky about which planets I'm colonizing specifically for these things

Planetary Sentiox = turns a barren planet into a Sentient planet, increasing size +1 and all resources +2. Mission is repeatable 5x. Add this to Wiki.

Yeah, its part of the Titancore chain, and the Planetary Sentiox is from Hacking the Sentiox mission.

One other thing about the Sentient planet. It also gives you 200 attack and defense passive ability. So that helps as well.
