Aside from the pointless trolling of you, I think the previous posters have correctly addressed those four issues.
The part in color seems to contradict your premise. I would think you would have a huge range of targets as compared to higher ranks. By your own admission, your rank range is in rapid fluctuation. Also keep in mind the tactical idea the posters shared with you, namely, if you double hack/raid and you get alerted, then you have found a whole legion of new targets!
I will reply to these questions again (as direct as possible) for you here in case you still didn't get it:
1+2) It is necessary for low lv badge collectors, but it is not a high priority modification because it an improvement suggestion, not a bug patch request.
3) The logic is direct and the code is already there. It is pretty much the same as other action buttons, it just need to add a new color for the action (without badge) buttons.
4) From the user prospective, my suggestion addressing to this specific issue is the simplest solution so far.

I like to see opinions from other players and most of them have demonstrated a clear prospect, but I am not sure what's your point here. I have repeatedly explained that this feature is for lower badge collectors,
