Can anyone answer this question?
If I use an orbital stabilizer on a plain planet, I get arti 1 mining 7%.
If the planet already has moon(s)/rings I get arti 2 mining 14%.
What if the orbital stabilizer is used first and I analyze the planet later? Will the arti and mining production increase to 2 and 14%? The wiki doesn't say "If the planet has moons or rings when first used..."

Planets structures don't automatically update when the planet changes so you will need to extract and re-place.
